SAN DIEGO — November 7, 2026. A group of residents has taken the first procedural step toward attempting to recall Mayor Todd Gloria, publishing a Notice of Intent on November 3. The filing begins a legal process; it does not mean a recall election has been scheduled or that the mayor has been removed.

What the organizers allege

The group, led by former mayoral candidate Genevieve Jones Wright, criticizes Gloria’s handling of city finances, homelessness and housing policy. Those are the proponents’ political claims, not factual conclusions established through a court process. The mayor has the opportunity to submit a response before circulation of a petition.

Deadlines and signature rules

According to the city process described in reporting updated November 6, organizers must serve notice on the mayor by November 8 and file with the City Clerk by November 13. The mayor may respond by November 17. Petition circulation could begin no earlier than November 24 under the proposed timeline. Supporters would need verified signatures equal to at least 15% of registered voters from the last general election, submitted within the applicable 120-day window.

What voters should watch

The Clerk’s Office will determine whether filings and any eventual signatures satisfy election rules. Nothing in a notice guarantees sufficient support for a special election. Residents should check official city records for petition status and both the proponents’ and mayor’s statements.
