SAN DIEGO — November 7, 2026. San Diego City Council has scheduled a major special meeting for Monday, November 9, at 1 p.m., to consider the proposed Midway Rising redevelopment of city-owned land around the existing Sports Arena.

What is proposed for the 49-acre property?

The plan would permit up to 4,254 homes, including at least 2,000 affordable units, together with a new approximately 16,000-seat entertainment arena, parks, public spaces and roughly 130,000 square feet of commercial space. The development would replace the older San Diego International Sports Arena and other existing uses near Sports Arena Boulevard.

Three separate decisions

The council’s agenda includes a proposal to begin establishing an Enhanced Infrastructure Financing District, possible adoption of a specific plan and related land-use changes, and consideration of a disposition-and-development agreement and environmental findings. Council members will also be asked to evaluate terms affecting affordable housing and public infrastructure. These are linked decisions but should not be described as approvals already granted.

How the public can participate

The meeting begins with a 10 a.m. closed-session agenda, followed by public discussion items at 1 p.m. Residents can review the published agenda, project materials and environmental documents through the city’s official website. The size of the proposal creates questions about housing affordability, traffic, public financing, neighborhood businesses and long-term construction impacts. No final vote has taken place as of November 7.
