SAN DIEGO — October 26, 2026. San Diego is considering an emergency pause on new data-center development, establishment and expansion, but the exact City Council meeting date matters: the data-center moratorium item has been moved to Tuesday morning, October 27, according to the City Council president’s updated official agenda overview.
What the urgency ordinance would do
The proposal relies on California Government Code section 65858, allowing local governments to adopt an interim urgency ordinance under specified conditions. City officials say existing land-use rules do not adequately address data centers and argue that a temporary moratorium would give planners time to evaluate impacts on public safety, health, utilities and the wider community.
The item is labeled S401 — Temporary Moratorium on Data Center Development, Establishment, Intensification, and Expansion. It concerns proposed land-use regulation for facilities, not a ban on personal use of artificial intelligence software or a blanket order to shut down existing cloud services.
Do not confuse the Monday and Tuesday schedules
San Diego had originally listed several Monday, October 26 items alongside the moratorium, but the October 23 city update explicitly says the moratorium is expected to be heard Tuesday October 27. California58 is reporting the scheduled proposal before a final vote; it does not claim a moratorium has already been adopted.
Residents and businesses can follow City Council meeting instructions, the city’s streaming service and the latest published agenda for any further timing change. Any adopted measure would require reading its final text and applicability.
